【摘要】:ThisBritishStandardgivesrecommendationsandguidanceonhowtoadoptandembedsustainableprocurementprinciplesandpracticesacrossanorganizationanditsrespectivesupplychainsandprovidespracticalinformationtosupportimplementation.Itincludesguidanceonmeasurementtohelporganizationsassesstheextentandeffectivenessoftheirsustainableprocurementactivity.Theprinciplessetoutinthisguideareapplicabletobothpublicandprivatesectororganizations.However,publicsectorbuyerscomplywithEUProcurementDirectives[1][2](andtheRegulationsthatimplementthemintheUK[3][4]).TheEUhasrequirementswithregardtopublicprocurementandwhatcanbeconsideredthroughoutthequalification,tenderandcontractingprocess.Itisadvisablethatproperlegaladvicealwaysbesought.ThisguideprovidesinformationwhichislikelytobeusefultopublicprocurementbutitoughttobereadinconjunctionwiththelatestDirectives,Regulationsandgovernmentpolicy.TheOfficeofGovernmentCommerce(OGC)alsoprovidesguidanceforpublicsectorbuyers.NOTESeeAnnexAforfurtherinformationandreferencematerial.ThisBritishStandardgivesdetailedguidanceacrossallstagesoftheprocurementprocessandisapplicable:?toindividualsandsmallandlargeorganizationsresponsibleforcommissioningorprocuringanyformofgoods,worksorservicesregardlessofsector,forownuse,resaleortosupportserviceprovision;?acrossthepublicsector,privatesectorandthirdsector;?acrossthewholeprocurementcycleincludingone?timepurchasestoongoingcontractswithlong?termsupplierpartners;?toindividualsandorganizationswithsoleresponsibilityfortheirpurchasingneedsandthirdpartiescontractedtoprovideoutsourcedprocurementsolutions.
