【摘要】:Thisguidecoverstheprinciplesforconfidentiality,privacy,access,andsecurityofpersonidentifiablehealthinformation.Thefocusofthisstandardiscomputer-basedsystems;however,manyoftheprinciplesoutlinedinthisguidealsoapplytohealthinformationandpatientrecordsthatarenotinanelectronicformat.Basicprinciplesandethicalpracticesforhandlingconfidentiality,access,andsecurityofhealthinformationarecontainedinamyriadoffederalandstatelaws,rulesandregulations,andinethicalstatementsofprofessionalconduct.Thepurposeofthisguideistosynthesizeandaggregateintoacohesiveguidetheprinciplesthatunderpinthedevelopmentofmorespecificstandardsforhealthinformationandtosupportthedevelopmentofpoliciesandproceduresforelectronichealthrecordsystemsandhealthinformationsystems.Thisguideincludesprinciplesrelatedto:Thisguidedoesnotaddressspecifictechnicalrequirements.Itisintendedasabasefordevelopmentofmorespecificstandards.
