【摘要】:NetEnvironmentalBenefitAnalysis(NEBA)appliedtooilspillresponseistheprocessofconsideringadvantagesanddisadvantagesofdifferentspillresponseoptions(includingnoresponse)toarriveataspillresponsedecisionresultinginthelowestoverallenvironmentalandsocioeconomicimpacts.Spillresponsewilllikelyinvolvesomecombinationofresponseoptions.Therearenoresponsemethodsthatarecompletelyeffectiveorrisk-free.NEBAshouldbeconductedwithappropriateregulatoryagenciesandotherorganizationsaspartofspillcontingencyplanning.NEBAisimportantforpre-spillplanningsincesomeresponseoptionshavealimitedwindowofopportunity.1.1Thisguidecoversconsiderationsindeterminingnetenvironmentalbenefitofdispersantuseonoilspills.Thepurposeofthisguideistominimizeenvironmentalandsocioeconomicimpactsofoilspills.1.2Netenvironmentalbenefitanalysis(NEBA)shouldbeconductedaspartofoilspillcontingencyplanning.1.3Therearemanymethodstocontrolorcleanupoilspills.Dispersantsshouldbegivenequalconsiderationwithotherspillresponseoptions.1.4Onlygeneralguidanceisprovidedhere.Itisassumedthatthecrudeorfueloilisdispersible.Thedispersantisassumedtobeeffective,appliedcorrectly,andincompliancewithrelevantgovernmentregulations.Differencesbetweencommercialdispersantsorbetweendifferentoilsarenotconsideredinthisguide.1.5Thisguideappliestomarineandestuarineenvironmentsonly.1.6Whenmakingdispersantusedecisions,appropriategovernmentauthoritiesshouldbeconsultedasrequiredbylaw.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
