【摘要】:LDDisanindicatoroftheeffectivenessofoperations.ExcessiveLDDcanindicatepoorinternalmanagementandcontrols,policyorproceduralweaknesses,orlackofcompliance,anyoneofwhichcanimpactentityprofitability,missionperformance,orreputation.AddressingandreportingLDDprovidesaguidelineforactionfordecisionmakers.Thoughthetermequipmentisusedconsistentlythroughoutthispractice,thisprocessmaybeusedfortheotherclassesofproperty,forexample,material.1.1Thispracticefocusesonaddressingandreportingloss,damage,ordestruction(LDD)oftangibleproperty.1.2LDDeventsarekeyaspectsofriskmanagement.ProjectingthepossibilityorprobabilityofLDD,discovering,disclosing,reporting,managing,andminimizingLDDisacriticalandeconomicfactorinthesuccessoftheowningorholdingentity.ThispracticealsoestablishesacceptablelevelsofLDD.1.3LDDeventsareoftendiscoveredasaresultofaphysicalinventoryorotheraudit.AnactualLDDeventcanoccuratanytimeduringthepropertylifecycle.1.4LDDeventsresultingfromnaturaldisastersorotherincidentsbeyondthecontrolofanentityarenotsubjecttothecriteriain1.7.ReportingLDDeventsisrequired.1.5NaturaldegradationornormalwearandteararenotconsideredLDDeventsandarenotaddressedinthispractice(theymay,however,beconsideredinestablishingresidualvalue).1.6Loss,damage,anddestruction,whilethreecompletelydifferentevents,areaddressedasoneforthepurposesofthispractice.1.7ThispracticedoesnotaddresssituationswhereLDDisanexpectedoutcome,forexample,destructivetesting.1.8Assessingpecuniaryliabilityforloss,damage,ordestructionisnotaddressedinthispractice;suchassessmentsaresubjecttolaw.1.9Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
